Mix the red wine, pomegranate liqueur, water, sugar, cloves, cinnamon sticks, and nutmeg in a large pan over medium-low heat.
Stir it until the sugar and nutmeg are dissolved.
Add the lemon and orange slices.
Simmer for 15 to 20 minutes, not allowing the mixture to come to a boil.
Turn off the heat, then strain the liquid to remove the fruits and spices.
Return the liquid to the pan on very low heat. Serve.
